Market-wide Half-Hourly Settlement (MHHS) is a significant regulatory change and transformation that promises a more accurate and efficient energy system, simplifying compliance and unlocking exciting opportunities for businesses like yours.
What is MHHS?
Mandated by Ofgem and delivered by Elexon, MHHS will require all customers’ electricity usage to be measured using half hourly data, driving more flexible, efficient and cost-effective electricity usage. The regulatory change is set to take effect on 2nd July 2027.
The rollout of MHHS is phased to ensure a smooth transition, so our customers can start seeing the benefits as early as possible.
Large businesses have long benefitted from half-hourly settlement, leveraging their precise electricity usage data to manage costs, measure efficiency and inform energy strategy. MHHS will also transition all non-half-hourly electricity meters to half-hourly settlement, giving every customer access to smarter demand management, accurate billing, and improved sustainability.

How can SmartestEnergy customers prepare for MHHS?
We would recommend that you stay informed of the changing electricity landscape to navigate MHHS planning and implementation.
Existing customers with working smart or advanced meters will have their systems automatically updated.
New customers without smart or advanced meters can get in touch with us directly by filling in our form here, but we will get in contact with existing customers where this is the case.
Whilst MHHS does not require energy meters to be upgraded to advanced meters that can collect data on a half-hourly basis, for many organisations, there are real benefits to doing so as they provide a highly detailed and dynamic picture of your energy use.
By upgrading your meters now, you’ll be able to get access to the benefits from MHHS sooner.

Simplifying Compliance

What are the key dates or milestones for customers to be aware of?
Milestone 1: M8/M10 Cutover
This is the ‘Go-Live’ Date for the industry for MHHS. Qualified suppliers can now begin migrating their customers to HH Settlements.
What is it?: On completion of initial industry testing, all Suppliers must align with the initial stages of MHHS. This requires changes to MPAN Topline data, review of communications with industry and ensuring changes do not disrupt servicing customers.
When does it take place?: September 22nd 2025
How does this affect SmartestEnergy Customers?: Customers will see an updated MPAN Topline on all bills and statements received after September 22nd 2025.
Milestone 2: Migration
What is it?: All meters, both HH and NHH, must move over to MHHS arrangements. Existing customers can be migrated via a logical change to the metering and where gaining new MPANs, these can be migrated on change of supply.
When does it take place?: From August 2026 to March 2027
How does this affect SmartestEnergy Customers?: SmartestEnergy Ltd will be able to begin migrations of its current and new customers to MHHS arrangements and settle them under MHHS half-hourly arrangements.
What does migration mean for customers?
The migration phase is where suppliers like SmartestEnergy can move their customers’ Meter Point Administration Number (MPANs) to the new settlement arrangements.
This means that all of our customers settlement arrangements will be migrated or changed, to being settled on a half-hourly basis.
I’m already Half-Hourly – what does this mean for me?
All SmartestEnergy customers will see an updated MPAN Topline on all bills and statements received after September 22nd 2025.
Current HH customers will still undergo migration - where suppliers like SmartestEnergy move their customers’ Meter Point Administration Number (MPANs) to the new settlement arrangements. Upon Migration MPANs will be appointed to the new MHHS Agent Services and allocated to the MHHS Customer Segments.
After July 2027, all Customers will be settled in a 4 month settlement timeline.
I’m a Generation customer – will I be impacted?
Generation Customers will see an updated MPAN Topline on all bills and statements received after September 22nd 2025.
Generation customers will still undergo migration - where suppliers like SmartestEnergy move their customers’ Meter Point Administration Number (MPANs) to the new settlement arrangements. Upon Migration MPANs will be appointed to the new MHHS Agent Services and allocated to the MHHS Customer Segments.
After July 2027, all Customers (including Generation) will be settled in a 4 month settlement timeline.
How does the new meter classification work and, where we currently have portfolios segmented by HH & NHH, will these still exist in MHHS?
Under MHHS Arrangements, customer portfolios will be segmented by meter type. The current meter classifications will be renamed into the three segments below:
- Advanced: For existing HH or AMR meters.
- Smart: For smart and non-half-hourly (NHH) meters.
- Unmetered (UMS): For all unmetered supplies.
